This is an ALICE pack cover from Alpha Industries, issued by the U.S. military in 1985.
It can be attached to both M-size and L-size ALICE packs.
Also, since L-size ALICE packs only come in OD color and not in woodland camouflage, this is a good option for those who want to enhance the camouflage effect of their L-size pack.
It has an elastic cord and is designed to be put on over the pack.
